I believe this is a translation issue. Terry didn't mean that we actually pay money for the piracy directly, but that it changes the way things are or the way that they work to reduce the affect that piracy has on the company producing the product and its customers. In this case, "price we pay" is a cliche that really means what we have to do differently than before. Prior to the piracy issues, the old versions of RB were there for anyone to download from the RB ftp site. Because of the piracy, the RB crew limits the older versions to the last few.

In the other hand, the translation issue is also applied in the opposite sens:

in french, "to pay for" can mean, as an expression, the same you explained (having made no fault but still having things against you without reasons, when the reason comes from someone else)._______________________________________________
