Further to my last post, the window containing the canvas had
UseFocusRing set to true.  I set that to false to see if it made any
difference but that didn't help either.  There is no keydown code in
the other window that doesn't have the focus.  Can the app's menubar
interfere with the focus even though the movable modal window has no
menubar property?

The scrollbar is on a small movable modal window and scrolls the
contents displayed in a canvas in another window below it.  As the
window is modal, I am assuming it has control over the keydown event.
