I don't think so. There are certainly libraries implementing RSA
available on the web. Probably it would be possible to call one from
within REALbasic via declares. Such an approach might be superior to
plugins if you want to distribute an application outside the US,
because you could then distribute it with export-legal libraries, and
users can do what they want.
