Well, they can, it's just a bit harder to merge changes if they're in binary form. So, external files in XML format is exactly what I use. However, note that the latest version of RB also has a "version control" format, which is a bunch of plain text files, similar to a VB project. I haven't tried this yet myself, but it was designed for exactly that sort of thing (i.e. checking into subversion). So you might give it a try.
