I'm going to cut straight to it- You're initial assumption is correct,
there is, in no way that I am aware of, that you can test if a
connection will work without trying to connect. You can see if there is
a nic, and how many, then see if they have ip addresses, which is a good
positive indicator. There may even be a way, via plugin or declares, to
check with the OS to see if the media is reporting disconnected, but you
still won't know if those packets are going to go anywhere.
Just out of curiosity, what exactly are you looking to do that you don't
want to make a connection attempt? Also, are you more concerned about
trying to transmit at all, or rather the overhead of a tcp connection?

You could try something like calling curl from a Shell object. If
you can download a file from a remote site, then you can reasonably
conclude that you have network connectivity.
In order to do that, you need to try connecting...
