I do not get that behavior. My menus construct and display items
consistently.

In a similar situation, the menu appears several times (often once)  
menu fine,
but then, after a few clicks suddenly doesn't show any entries again.

Could you verify this problem? If not, I need to jump deeper in code.  
On OS X,
everything is fine.
