Heh, it happens. This is one of those rare cases where something simple
is actually easy. If you wanted to be super sure that MDAC is installed
you'd have to actually use some way of polling the files for their
version info, but that's likely overkill.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\DataAccess
The actual value inside that is FullInstallVer and Version. The values
look redundant, and I'm not sure if there's ever a case where they'd be
different, but MS says to check both.
