Does the c = new ClipCanvas assign the lowest available Index number
for that control array?

Yes

Not strictly true

Say you have ClipCanvas(0), and you've called 'new ClipCanvas' 3 times

You now have
ClipCanvas(0)
ClipCanvas(1)
ClipCanvas(2)
ClipCanvas(3)

If you call ClipCanvas(2).Close in this example, you end up with

ClipCanvas(0)
ClipCanvas(1)
ClipCanvas(3)

The next ClipCanvas you create will be

ClipCanvas(4)

NOT the lowest available index number for that control array (which is 2)

There are ways to work around this by keeping track of your controls in a separate array, but they are annoying.
