No it doesn't. At least not in 2007r1, 2006r4 2005r4 and 5.5.5
Try
dim i, count as integer
for i = 0 to count - 1
msgbox "doing the loop"
next i
and you will not see the msgbox
I can't say that I have ever seen an issue with a for loop doing what
you describe
