Right.  The file just contains a bunch of bytes.  It's up to you to
decide how to interpret those bytes as text.  Sometimes there are
various clues you can use; or if it's your own file, of course you get
to decide.  Otherwise, you may have to give the user some way to choose
(which they'll usually do based on what "looks right," but sometimes
they can be wrong too).
