The developer has an admin panel within eSellerate that allows them to permit an extra activation to happen for a particular serial number. There is no way on the end-user's part to deactivate one computer then transfer that activation to another computer. eSellerate does have tools that allow developers to gracefully handle customers upgrading to new machines, but it is up to the developer to implement those procedures.
