No, If the IDE (or the other program) is open when I launch the test program, 
it will run fine even if I close the IDE.

I tried as root with no difference at all.

I haven't been able to try my friends computer yet, but I tried it on an older 
one here. It is an older MEPIS that was based on Debian instead of Ubuntu and 
has the same gtk, but has kernel 2.6.7 (running on the same hardware)
On this system, I saw no sluggishness with any of the apps. Strangely, I did 
see a difference in the counter in the drag event. With the movement check, I 
got the same numbers I saw with my newer system. Without the check, I got 
numbers much lower, around 40 or 50, but the response felt the same.

So both an older and newer kernel than mine don't show the slowness. Strange.

It seems strange that opening a different app first changes the response in 
the second one. If you make two copies of the test app and check the count 
with the first one and the second, do you see any difference?
