Maybe try changing the MacCreator and MacType of your file to  
"????" (Mac Classic's way of saying "unknown").  It's worth a try.

Both OS X and Windows will open the default browser for any file  
ending in ".html".  (I have no experience with Linux.)  I always try  
to supply files to clients in this generic form.  I always hated  
(back in the Classic Mac OS days) when I'd get a file with creator  
and type codes for a specific browser -- as the user _I_ want to  
choose my own browser.
