I have no idea what you are doing. That .sit file unpacks to a folder of individual cursor resource files. When I drag one of those files into a project (RB2007r1) or use File - Import, the cursor appears in the project with a name like crossCursor and double-clicking on that entry in the file brings it up in a cursor editor.
