Yes, it's true.

Nope, UBound(s) = 4, since the upper bound (what "UBound" stands for)
is 4.
 
This is handy when iterating over an array since you can just do:

 for i as Integer = 0 to UBound(s)
   ...
 next i

instead of having to go to UBound(s)-1 (as you have to do, for example,
with Dictionary.Count, since that really is a count rather than an
upper bound).
