I've got a wrapper class for the FreeImage API that's freely available
on my website. Currently, the wrapper implements basic manipulation
capabilities, but I'll be releasing an improved version soon
(hopefully this weekend) that includes some really useful
capabilities.

Pros: Free (gratis & libre) plugin. Supports a wide range of image
formats and manipulation functions.

Cons: External library (DLL, SO) instead of built-in. No real
easy/efficient way to convert from FreeImage to RB Picture class. (But
since it's open, I'm welcome to others' giving me suggestions/code.)
