I didn't, but that was because I was used to the 5.x mechanism.  Once  
of my Linux friends found it immediately because it was very similar  
to a Python tool that he uses and he had no experience with the  
previous mechanism.  At first, I thought it odd, but as soon as I saw  
the little dot with the ellipsis in the Appearance section of the  
Preferences pane, I clicked and located the editor for the tabs.   
Renaming the existing tabs was counter-intuitive (double-click in the  
name on the listbox), but adding and reordering was pretty obvious.

I think the one thing that could be easily changed to make this  
procedure more obvious is the caption of the preference - it's  
currently labeled "Panels", but I think most of us expect them to be  
called "Tabs" - even though "Panels" is more correct for what they  
are.  However, once you get used to the new method, it's all pretty  
straight forward since you no longer depend on contextual menus to  
edit only the names and number of tabs.  By the way, you'll also  
nnotice that they changed the PagePanel control to use the same method.
