Could it be you have Quesa stuck in the 2007r1 folder rather than installed somewhere more systematic (like Library/CFMSupport and Library/Frameworks)? Also pay attention to whether you're testing in the IDE, or building a Mach-O or PEF app. I believe (though I'm not sure) that a PEF app will need the PEF version of Quesa (in CFMSupport), and a Mach-O app will need the Mach-O version (in Frameworks).
