I've seen something like this that was discussed on this list a few weeks ago. In my case clicking either my app or bringing another application to the front woke things up. The problem occurred in threaded or non-threaded implementations. Pragma directives were no help (although they changed things). The problems were intermittent, but occurred in highly regular locations (between loop executions). I never got it fixed to my satisfaction. My problems were seen in RB2007R1.
My application was very similar to yours: a long process linked to a progress bar. Without threads, the process finished, but the main window did not do its final refresh. With threads I got intermittent halts in the middle of process execution. As I recall, doevents didn't fix things. After messing around for a week, I got almost no insight into what the problems was.
