Hmm, I just tried it again, and I see that you are correct. On the  
other hand, I seem to have created a class that DOES localize numbers  
dynamically....

I just went back and looked at what I've done, and it looks like I  
created some of this constant in XML using an external tool. I  
mistakenly copied the ItemFlags tag from a dynamic string....

I've filed a feature request to be able to do this in the IDE:
