Your Dragging, Copy & Paste and Undo movies indicate that it is not, and so, what you show is correct behavior.
Simply by placing one control inside another does not guarantee that the outer is the parent. It depends on their Order. Try to select what you want to be the parent and click the "Back" button. Then select the 'inner' control and see if the 'outer' one shows the red 'Parent highlight box.' If you see the red box then it is the parent. Then try to repeat you exercises. In my applications I have many nested controls inside GroupBoxes which themselves sometimes are inside GroupBoxes and then even inside Roundrectanges. If you carefully set the parental hierarchy all your example operations will show what you'd expect, at least what I expect them to do. I also have copied such hierarchical combinations from one window to another without loosing a control and its hierarchy. For me 2007r2 works like it should in this regard. The only issue is with TabPanels inside TabPanels which RS does not support >As some of you know, the IDE window editor has many issues.
