And the behavior on Win XP (via VPC) is different yet than OS X

On XP if you don't specify an icon, space is still reserved for one -  
not the case on OSX and not desired anyway. This ensures that  
toolbars on Windows HAVE to be relatively tall and wasteful of screen  
real estate...

OK I give up... another "feature" that is not really done...
