No.
That definitely sounds like a bug, but I'm not sure if it's the bug
you're hoping for :) A change for r3 ensures that all items in a
plugin that are referenced are included. This means that if any part
of the CG plugin references another plugin, that plugin will be
included. If you're sure that the CG plugin isn't referencing any
other plugins, then it probably is a bug.
