From the r4 release notes:

  The resource-fork plugin format will no longer be
  loaded. The Plugins SDK includes a plugin converter for old
  plugins that need to be converted to the RBX format. For
  debugging purposes only, shared libraries can still be
  loaded when placed directly in the plugins folder. All
  distributed plugins should be in the cross-platform RBX
  format.
