Yes, he probably means join, which was proven to be MUCH slower than
FastString appends, for the simple fact that you'd have to fill an array
first before you can use join. Just measuring the speed of join and
leaving out the time it takes for the construction of an array and then
saying that join is faster than FastString appends is purposefully
misleading.
