No, that's not it at all. The Bundle format works fine with earlier versions of Mac OS X. GCC 4.0 cannot be used to target 10.3.8 or earlier, but GCC 3.3 can. There are plenty of posts both on this list and on the Xcode users list about how to target back to earlier versions with UB builds.
