Example case would be if a plugin creates instance of a timer, then
it would want to wire up the timer event.
Not sure, but if you would use the MouseMoveHandler, and you have set
a flag mouseStillDown using MouseDown/mouseUP then you would have the
mousedrag even when the mouse is not moved...
