That's actually not true.

It is not recognized by the desktop version either, unless the plugin is part 
of the application... And this relates to having the class be flagged with 
REALconsoleSafe. If flagged as REALconsoleSafe then empty desktop or web 
applications or applications that do not use the plugin cannot be compiled. 
Don't understand, is this intended behavior??
