There are many things that effect video quality. You have to remember that
the video that sites such as CNN and Fox are encoding is from broadcast
material. DV is a great thing, but it does not have the resolution of
broadcast formats such as Betacam SP, 1" high-band, Digital Betacam, and
other broadcast-level digital formats such as D1. Also, there is a HUGE
difference in the quality between the average DV camera and a broadcast
camera - the broadcast optic (zoom lens) on the portable professional unit
alone averages about $7,500 - high-resolution image-resolving does not come
cheap. Broadcasters also use Time Base Correctors to correct anomalies in
the video before it is captured.
There are still some things you may be able to do - how are you capturing
your video and what software (sorry, I had to ask) are you using? How are
you feeding your video to the capture board: composite, S-video, or DV?
You are losing some of your original quality if your are not capturing your
DV with DV - i.e., a digital capture card. After that, S-video will give
good results, but don't use composite unless you have no other choice.
Also, though you are rendering from uncompressed AVIs, how much was your
video compressed during capture?
Since you mentioned it, I was curious about the quality of FOX since I had
never visited their site. I discovered that their 28k-encoded material was
captured at 15 fps (OK, that's par for the course), but that their 56k
material was captured at 5 fps!! They must want to retain their image
quality way above any appearance of a normal frame-rate!! Interesting.
