There is no 'random' value that I'm aware of. Even so, seems that you'd 
be better off using CGI or servlets or whatever to generate your .ram 
file on the fly, and generate your random start times that way. Still, 
you'd want some intelligence, rather than pure randomness, to make sure 
that your start time was not too close to (or later than) the duration 
of the clip.
