Subject: When does TCP get selected instead of UDP?

I happened to be looking at the statistics window of RPPG2 when playing a
complex G2 SMIL production (complex because it assembles several parallel
clips). It is played using RTSP://.....smil in the Open Location dialog,
and refers to clips by filenames in the same "directory", that is, without
qualification by rtsp://../../

What is puzzling is that the audio and video clips are played using TCP, not
UDP.

Regular .rm files (not part of this production) are normally played by UDP
from the same server.

I've been playing around trying to get the files played by UDP, and can't do
it. Why this behavior? Does anyone know how to get UDP (or RTP) to be
selected?
