AFAIK Win98 does provide some features to combine several
modems and/or ISDN lines on one machine to get more
bandwidth available.

In principle it would be sufficient to add all desired rates. Leave
some headroom for protocol overhead and stuff. My experience
is, that a full 128K ISDN connection is more than enough to
broadcast a 28+56K stream by leaving enough bandwidth to
monitor the server at the same time, too. A single 64K ISDN
connection freezes encoding due to lack of bandwidth.
