You might try using Java/Javascript to grab the IP address of the client
machine, and compare it to the list of known Mcast subnets, but this
will require a LOT of IP address maintenance. Assuming that they're
clicking on a web page link, I'd put a note on the page telling them
that "if youget the following error: ... you must contact your ISP" or
whoever, and show the error as a gif/jpg. That way, when they see the
error, they'll know what it is.
