I'm currently using a Compaq Prosignia 720 for encoding.  Single processor,
PIII500, 256MB RAM, SCSI III 10,000RPM 18GB HD, NT Server 4.0 sp5.  Encoding
at 220k and 30fps is very good.

Just for kicks I moved my capture card (Osprey 100) to a Dual PIII 500
machine (Prosignia 740), same ram, HD, OS.  No noticeable difference.  The
second processor made little-to-no impact on encode quality.  The only time
I noticed a difference was when I used an Osprey 1000.  This newer model
(which costs about $600 more than the 100) includes onboard hardware
compression for G2 encoding.  This really seemed to increase production
quality and reduced workload on the processor.

The SCSI HD is the biggest factor, as far as I'm concerned.  IDE just won't
produce the same quality, while less than 10,000rmp SCSI will work, but
probably not with the results you're looking for.  You can pick up a Seagate
Cheetah (10,033rpm) for a couple hundred bucks these days.
