You can probably get a cheap, or even shareware/freeware, software
automation program that automates keystorkes, then sit down and figure out
the proper keystroke combination and timing to shut the system down and
restart it. You'll need some kind of clock sync program...I personally use
(and generally like) AtomTime98 (which is available, still I think, at
download.com and tucows.com)...it syncs your computer's clock to the USNO
(United States Naval Observatory) Master Clock in Colorado...this system is
also tied to the GPS satellite system so clocks don't get much more precise
than that!
Alternately...you could purchase an audio/video router and place it in line
between your content source and the encoding computer. Most good routers
have at least some automation capability. www.leitch.com is widely known
for high-quality audio and video routing gear. You'll pay for a router,
though, and pay a fair amount...that gear is usually at least $1000 or
more, easily. But it's a more "professional" solution than switching your
encoder on and off.

Due to contractual obligations we need to black-out certain portions of our
live-tv programming. Is there a way to do this with SMIL or batch files
under Windows NT?
Right now we just stop the encoder and restart it after the black-out
period
is over. An automated solution would be much preferable, particularly if
could switch to a recorded stream during the black out and then back to
live
at a predetermined time.
Alternatively, are there any commercial solutions that could do this?
