#2 issue is actually correct. If you look on Real's site regarding encoding,
they talk about a technique they've developed to display video at a frame
rate beyond the encoded frame rate. They do some sort of spatial-temporal
interpolation to create additional frames that were never encoded. It makes
the video look smoother than it actually is.
