If you're talking about on-demand video, you could use a RealServer at each
location, each with the same content.  Then, write a simple CGI or servlet for
your web server to generate the .ram files.  You'd do a client IP lookup, and
generate a .ram that points to the appropriate server based on that.

There's an article in this month's WebTechniques magazine that shows how to
generate .ram (or .smi) files with servlets.  Your application is just a small
extension to that code.
