Obviously if you want an NTSC signal why not just get it while your 
recording the
live event?????

However, if you are attempting some sort of art project this can be done by 
simply
converting your RGB monitor signal into an NTSC signal using an rgb to ntsc 
scan
converter and then either recording it to tape or having access to analog 
broadcast
transmission equipment.
