Subject: re-encoding rm files/media cleaner

I know I'm probably onto a looser here but I have some 368 kbps data rate rm
files with that I would like to re-encode down to 20 kbps. I don't have
access to original media so it's a do or die situation. Is there any utility
out there that may help. Has anyone else experience of media cleaner
producing a disparity of kbps in the compress setting and that of the rm
file produced.
