The easisest way to accomplish mouseover type effects like this is to use 
flash.  And rather than trying to move layers to the
foreground or background, .. just introduce a new element in the timeline 
and place it in the foregeround.

        Can SMIL handle any type of onclick statements or mouseovers?
What about when a link is clicked, can the z order of a region be placed
"on top" without messing up the stream playing??
