This sounds like the embedded Python in Naali may be failing for you, 'cause both estate management and inworld modification of objects are implemented in py. Otherwise we haven't had problems with this in releases, but it might be possible that if you have a different version of py installed in your operating system it is interfering (it shouldn't but our path configs might not be totally correct for that yet). If you can e.g. copy-paste what the f1 console says for you about the startup we could check what happens.
