It doesn't quite do * personal tagging* (ie someone adding tags that others can search or index) -- but that would only be a few days effort if there were a genuine case for it.... ....The closest it gets is *favorites* -- check the link above while logged on and you'll see a prominent "Add to Favorites" link.
