Ecartis, the mail list server used by this list clear has some
limitations.
But I am not sure the solution suggested in the previous
discussion (to set mail to 8-bit) is an ideal solution.
It also does not seem to work always. Take a look at this recent
message:

mail.rebol.net publishes messaages as received, headers and all.
There is an =20 in there, yet the header is set as:
Content-Transfer-Encoding: 8bit
There's another thread here:

It proposes another solution: turning
quoted-printable
off for messages to this list.
No idea if that would work.
