What people use for private communication about REBOL isn't important - whoever's involved will just choose what they like the best.
Public communication channels are very important though, as it's part of REBOL's advertising. Reading such communications are how a lot of those who haven't used REBOL will get a flavour of it. Ideally it'd be written in REBOL and use the REBOL plugin, along with an archive in html. Using the plugin will also be good advertising for REBOL.
