        How can I know if the Daylight saving are "active" or

        The two different versions of 'internet-time suggested
in the thread give different results on my computer and a .exe
program I have gives a further internet time (and the local
time is one hour late).
        I am using NT 4.0 sp6 (I know, it's a shame).
        The timezones/daylight handling makes me crazy, I am never
sure windows gives the right time, it looks like the BIOS and
windows use two different clocks...
