The service I use for my website (a very limited endeavor, granted - mostly a storage site and test platform) gives me things like 30MB of space and shell access (redhat). The sysadmin had no problem with me installing REBOL, so long as I didn't do something like start opening up additional ports. Is this the sort of thing you're talking about, or are you wanting more? (For instance, any cgi scripts I use are actually REBOL scripts.)
