It's not. It's run by Listar. (And before Oct 2000, by a rebol script SELMA). Escribe is getting rebol-list mails so there is a publically accessible archive, and other features. That's what I believe the situation to be anyway.
It takes years to develop some of these applications fully. I can totally understand if RT has more fundamental stuff to do.
