I wanted to actually include the file so that when i need to change the user 
settings I can just edit the user file and then recompile the programs, 
rather than changing the line in each one.  I have a DOS batch file that 
compiles all of the scripts for me, so this makes it alot easier to change 
the settings.

You can just use SET-NET directly if that's what you want to do.
