The licensing changed a while back to be less restrictive, but if you
have a specific set of circumstances, you should contact RT directly
to make sure you're on the same page with them.

The SDK now has a very nice license that says you don't need to pay
royalties *unless* you expose the REBOL API in your app. That is, if
your app allows the user to write or execute REBOL code directly.
