I recall reading that the Netscape developer (pre-AOL days) responsible for their browser FTP code was incredulous when it was decided that they would recode their entire browser from scratch. He had written ugly code to carefully manage 60 or so nonstandard variations of the protocol implemented by FTP server software.
Reichart's company wrote a commercial/sharware FTP client a while back (IIRC), so it must be possible to do a reasonably good implementation.
